Lifeline is the federal program (run by the FCC through USAC) that discounts phone and internet service for low-income households — it's what makes every free government phone possible. Started in 1985 for landlines, extended to cell phones in 2005, and still active today.
How it works
The benefit is a monthly subsidy paid directly to your carrier. Carriers like Assurance and SafeLink combine it with their own plans to offer $0 service. On federally recognized Tribal lands the benefit is substantially higher, which is why Tribal-area plans are richer.
Who qualifies
Income at/below 135% of the federal poverty guideline, or enrollment in:
- SNAP / Food Stamps (EBT)
- Medicaid
- SSI (Supplemental Security Income)
- Federal Public Housing Assistance

The National Verifier
Every application passes through USAC's National Verifier, which checks your identity and eligibility against government databases. Match = instant approval. No match = you upload proof (the #1 cause of rejection is an award letter older than 12 months or a name that doesn't exactly match records). California, Oregon and Texas run their own verification systems with extra steps — California mails a PIN letter.
The rules
One benefit per household · use the service at least every 30 days · recertify every 12 months · one carrier switch per year. Break any of these and the benefit de-enrolls — but you can re-apply.
