The name is a nickname for the federal Lifeline program, which the FCC funded at $3.05 billion for 2027 and which sixteen carriers on this site are enrolling people into today. Are Obama phones still a thing?

They are. Three checkable facts, all from the last few months. On July 29, 2026 the FCC's Wireline Competition Bureau published the Lifeline budget for calendar year 2027, $3,053,892,630, up from $2,976,503,538 for 2026. On July 1, 2026 it froze the minimum service standards, so a supported mobile plan still has to carry at least 1,000 minutes and 4.5 GB of data until December 2027. And the largest carrier in the program, Assurance Wireless, was verified by us on September 23, 2026 as enrolling in 49 states plus DC with 10 GB on the free tier.

The reason the question keeps being asked is that a real program did end. The Affordable Connectivity Program, a $30-a-month internet discount created in 2021, ran out of money and stopped on June 1, 2024. Twenty-three million households lost it, the headlines said "free internet program ends," and a lot of people heard "free phone program ends." Lifeline was never part of the ACP and did not change. What an "Obama phone" actually is

Lifeline is a subsidy the FCC pays, through the Universal Service Administrative Company, to a phone company on behalf of a low-income household. The standard amount is $9.25 a month; on Tribal lands it is up to $34.25. The household never sees the money. The carrier builds a plan around it and sells that plan for $0, usually with a basic Android smartphone thrown in, because a customer who has a phone stays enrolled and keeps the subsidy flowing. That $0 smartphone, handed out from tables outside grocery stores from 2008 onward, is the thing people started calling the Obama phone.

The nickname attached itself in September 2012, when a video of a supporter at a rally talking about her free "Obama phone" went viral. The program was 27 years old at that point. Carriers noticed the search traffic and some still use the phrase in their own advertising, which is why it never quite dies.

Read down that column and the joke writes itself. The administration whose name is on the phone is the one that tightened the rules. Every other administration expanded it or left it alone. No law, order or application form has ever called it anything but Lifeline.

Do they still give out Obama phones? Who, and what you get

Two things to know before choosing. The subsidy is identical for every carrier, so a company that advertises "Obama phones" loudly is offering the same $9.25 as one that never uses the phrase; compare the data figure and the network, not the marketing. Obama phone by state

Lifeline exists everywhere, but which carriers are authorized changes at every state line, and a few states add rules of their own. Searches for "Obama phone" plus a state name are common, so here is where each leads.

• Oregon and Texas verify eligibility through a state administrator rather than the federal National Verifier, so the application has an extra step.
• California adds up to $19 a month of state money on top of the federal $9.25, which is why California free plans carry more data. Since February 2026 the state and federal halves are separate applications.
• Alaska and most of Oklahoma count as Tribal lands, where the benefit is $34.25 and the free plans are unlimited talk and text.
• Michigan, Florida, Colorado and New York use the standard federal rules; their pages rank the carriers authorized there by verified data allowance.

When "Obama phone" is a warning sign

Legitimate carriers do use the phrase, so seeing it is not proof of a scam. Four things are. Someone contacted you first, by call or text, to offer the phone. There is a fee, called activation, delivery, processing or anything else. They ask for your EBT card number or PIN, which no Lifeline application needs. Or they want you to apply anywhere other than the carrier's own site or LifelineSupport.org. The real application is free, asks for the last four digits of your Social Security number and a proof document, and never asks for a payment card.

Getting an "Obama phone" today, step by step
