The two ways seniors qualify

Automatic: SSI, Medicaid, SNAP, Federal Public Housing, or Veterans Pension. Any one of them qualifies you instantly. By income: gross household income at/below 135% FPL. A single senior's limit:

Practical tips

Recertification letters go to your mailing address, so keep it current with the carrier. If the touchscreen is a barrier, call the carrier before shipment and ask about basic handsets or senior mode. And nobody legitimate will ever call asking for a fee or your SSN to "activate" a free phone. That's a scam every time.

Does Social Security income count against the limit?

Yes, SSA retirement counts as income, but the limit is 135% of the poverty guideline, and many seniors on Social Security alone fall under it. SSI recipients qualify automatically regardless of the math.

Can seniors get a simple phone instead of a smartphone?

Some carriers offer basic handsets or senior-mode Android launchers on request. Ask support before the device ships. BYOD also works if you already own a phone you like.

Does a free phone affect Medicare or other benefits?

No. Lifeline is not income, not taxable, and doesn't count against Medicare, Medicaid, SNAP, or housing benefits.
